The Principals of SDEB5RC came together from different practice and industry areas to encourage economic growth through both EB-5 and Foreign Direct Investment (FDI). In the last several years there has been a greater demand from foreign investors through both the EB-5 Program and FDI to deploy capital safely and effectively into the US market. The US is considered a stable global economy and as such is in high demand from foreign nationals and companies.
Our mission is to encourage, source and place foreign investment into unique projects within high unemployment neighborhoods for job creation purposes and economic impact. These are areas where real job creation and new development is critical and has the most impact.

Matthew Belcher is the Founder and Chief Executive Officer of San Diego EB-5 Regional Center, Managing Partner of Woodmont Regional Center, Co-Founder of EvisaLaunch.com and Partner in a California based Pet Franchise. Mr. Belcher served 20 years as a senior executive and management consultant based in the UK providing high-level consulting to clients within the mergers and acquisitions and sales performance field. His work has taken him across the globe with some of the largest companies in the world. As an FDI leader he is currently responsible for Real Estate funding for foreign investors of projects worth over $200 Million.

Stephanie Sy joined San Diego EB-5 Regional Center as the Immigration Attorney managing the immigration process for investors. Stephanie Sy is Co-founder and attorney at Sy and Smith, and is experienced in Immigration Law, Family Law, Personal Injury and more. Ms. Sy is a member of the California State Bar, a former co-chair of the San Diego County Bar’s Immigration Section, a member of the American Immigration Lawyers Association (AILA) and presently serves on AILA San Diego’s US Consulate Tijuana AILA Committee. She has also been named to Cambridge Who’s Who for Executive Women.

Travis Hook is the Co-Founder and Chief Operating Officer of San Diego EB-5 Regional Center. He founded the Regional Center as lead project analyst, driving the company’s short and long term prospects focused on economic impact analysis and due diligence. Prior to founding the Regional Center, he also co-founded eVisaLaunch.com and FindMyEB5.com.
Mr. Hook received his Bachelors of Science from Baylor University and his Masters of Business Administration from Alliant International University, with an emphasis on entrepreneurship and international business.
